Resident Advisor for Infrastructure Finance of US Treasury

Geoff Finch joined the US Treasury OTA organization in 2011 as Resident Advisor for Infrastructure Finance in Costa Rica, with additional regional responsibilities in other Central American countries.

From 2015 to 2019 Geoff served as the Treasury advisor on infrastructure finance to the Ministry of Finance of Paraguay. His advisory work involved the development of the national team to analyze, structure, tender, contract and manage the first non- traditional procurements for roads, airports, light rail transit and other critical infrastructure needs.

Geoff’s activities over the last three years have included brokering the resolution of a dispute on delivery of a public-private partnership (PPP) new passenger terminal at the Liberia airport, in-depth analysis of the Costa Rica legal and institutional PPP framework and recommended changes, organizing public forums and leading training sessions with Government employees on various aspects of the national PPP program.

Prior to joining OTA Geoff provided finance and contract support for Lunsford Group and affiliate companies, a private real estate development and holding company based in Irvine, California.

Prior to joining Lunsford Group, Geoff spent two decades in progressively responsible financial positions with Lockheed and Lockheed-Martin, ending as Vice President & CFO of Lockheed Martin Finance Corp. where he provided structured finance solutions for Lockheed Martin's customers worldwide. He also served as VP of Finance for VentureStar LLC, a $5 billion joint business venture (PPP) between Lockheed Martin and NASA for a next generation space transportation system. Prior to that, he was Vice President of Business Development at Lockheed Finance Corp. where he managed a team of 9 professionals and an annual deal flow of $18 billion in the parent company’s Aeronautical, Electronics, Information and Space systems divisions.

He began his corporate career at Lockheed after serving as a Lieutenant Commander in the U.S. Coast Guard, with assignments in port security, vessel inspections, transportation of bulk liquid and hazardous materials, law enforcement and environmental protection at duty stations in San Juan, Houston, New York, and Long Beach.

He has extensive international business experience in Asia, Latin America, Europe, Middle East & Africa. Geoff holds a Bachelor of Arts degree cum laude from University of Arizona in Latin American Studies and a Master of International Management from American Graduate School of International Management (Thunderbird).
